Library is considered "the heart" of the university. It has a prominent role to play in supporting higher education to fulfil the objectives of its parent institution. The role of the library is much more important since library is considered a prime requirement in higher education to facilitate the teaching-learning and research activities of the students, faculty and other stakeholders of the university.

 The function of library is to provide textbooks, references, periodicals, and other library materials on various subjects to students, teachers and researchers. Students in higher education are to be provided with the facilities necessary for mastering the subject matter, techniques, skills, habits of thought, and methods of work in their chosen field. Classroom instructions alone will not provide all the opportunities needed for attaining all these complex educational objectives. It is here that library come to help the students.

However, the library cannot fully provide its services without a librarian. The presence of the librarian in the library can maximize its functions in providing necessary information to its user because a professional librarian has knowledge of a wide variety of scholarly and public information sources. The college librarian help students, faculty and staff in finding and recommending source materials as well as determining what type of materials they need. His duties include classifying, cataloguing and organizing library materials so that patrons can easily find and locate the information when needed.

Recognizing this vital role of the librarian, Dr. Whelson Pasos, Campus Director of SDSSU Bislig campus requested Mr. Ronie A. Sajelan, the head librarian of SDSSU Tagbina Campus to extend his service to SDSSU Bislig as a shared librarian until they are able to hire one to manage their library. The said request was approved by Dr. Ariston O. Ronquillo, the Campus Director of Tagbina Campus,  Mr. Ruel T, Lim, the HR head, Dr. Ramel Tomaquin, the Vice President for Academic Affairs,  and Dr. Baceledes R. Estal, the University president.
